This report investigates breaches of fundamental rights within EU-funded projects across six EU countries: Bulgaria, Czechia, Greece, Hungary, Poland, and Romania. It focuses on marginalised groups including Roma, people with disabilities, and individuals with a migrant background. Despite the legal requirement for EU funds to comply with the Charter of Fundamental Rights and international human rights standards such as the UN Convention on the Rights of Persons with Disabilities, non-governmental organisations have documented numerous instances of discrimination, segregation, and institutionalisation.
The studies centre on violations occurring in the fields of education, housing, and social services, drawing on documented cases from the 2014–2020 funding period and, where applicable, considering developments in the 2021–2027 cycle. By evaluating these cases, the report seeks to enhance awareness of fundamental rights obligations in the context of EU funding and to reinforce monitoring mechanisms. Furthermore, it aims to support capacity-building by informing legal and policy advocacy, offering recommendations for policy reform, strategic litigation, and the submission of complaints to both national and EU authorities.
