Within the DIS-CONNECTED project, we developed a new, participatory Multidisciplinary Monitoring Methodology tailored to identify gender- and disability-based violence in various types of facilities. This methodology was grounded in regional and international human rights standards and developed in close consultation with persons with disabilities and civil society actors. The methodology was piloted during monitoring visits carried out in a wide range of institutional and community-based services. Based on the Multidisciplinary Monitoring Methodology and the pilot monitoring visits, the Training Handbook guides the monitoring of violence against women and children with disabilities in various setting, including psychiatric hospitals, social care homes, and segregated non-residential services. The Handbook emphasises the importance of a client-centred, trauma-informed approach, collaboration, and a human rights framework to address the increased risks of abuse women and children face. The Handbook includes a training section for monitors and a toolkit with checklists and guidelines for effective monitoring, focusing on environmental factors, potential abuse, and specific engagement strategies for children and women with disabilities. The training section includes training objectives, content and assessment forms.
The Methodology and the Handbook are available in English and were translated and adapted to the national context.
